A vehicle includes: a dc converter having one end connected to a fuel cell and the other end connected to a high voltage battery, and including at least one switching element connected between the one end and the other end; a fuel cell controller configured to control an activation state of a driving command for starting the fuel cell based on an on-off state of a vehicle start; and a converter controller configured to control a driving state of the dc converter according to an initial start sequence, a shutdown sequence, or a restart sequence for the fuel cell based on the activation state of the driving command.
