The present invention relates to a tire tread rubber composition comprising polycarbosilane fibers, and more particularly, to a tread rubber composition for tires in which static generation is reduced by adding polycarbosilane fibers to the tread rubber composition for tires to improve electrical conductivity of the tire. The present invention can provide the rubber composition that is a conductive material capable of solving the problems of electrical conductivity while maintaining low-mileage properties, and a tire including the rubber composition.
