An additional unit (40) can be switched between a first state in which the additional unit (40) rises above a mounting unit (31) and a second state in which the addition unit (40) is disposed below the mounting unit (31). Therefore, when a fence structure (150) functions as a pedestal for mounting a hose (16), the additional unit (40) can be set to the first state so as not to interfere with the hose (16) mounted on the mounting unit (31). Furthermore, when the fence structure (150) functions as a handrail, the additional part (40) can be set to the second state, thereby increasing the total height of the fence structure (150). Therefore, the additional part (40) is set to the second state to increase the height of the fence structure (150) such that the height condition of the handrail can be satisfied.
