An embodiment of the present relates to a solid electrolyte, a lithium battery, a battery pack, and a vehicle. The present invention provides a solid electrolyte which can be manufactured at low costs while having a chemical stability of an element, and has higher lithium ion conductivity at low temperatures than room temperatures, and a lithium battery including the solid electrolyte and having excellent discharge rate performance at low temperatures, a battery pack including the lithium battery, and a vehicle having the battery pack mounted thereon. According to an embodiment of the present invention, provided is the solid electrolyte containing an oxide represented by a general formula: Li_(1+2x)M1_(2-x)(Ca_(1-y)M2_y)_x(PO_4)_3, wherein M1 is at least one element selected from Zr and Hf, M2 is at least one element selected from Sr and Ba, x is within a range of 0 < x < 2, and y is within a range of 0 < y <= 1.
