The present invention relates to a package tray panel including a low melting point polyester resin fiber layer which realizes excellent processability without deterioration of physical properties such as strength and durability and is excellent in price competitiveness, and a manufacturing method thereof. The package tray panel comprises: a first polyester resin fiber having a melting point of 180°C to 250°C or a softening point of 100°C to 150°C; and a fiber layer in which a second polyester resin fiber having the melting point higher than 250°C is mixed.
