The present invention provides a device for absorbing fluctuation pressure. The device for absorbing fluctuation pressure comprises: multiple through holes formed in a shell plating in the bottom of the stern, which is an outer plate of a hull, located in the top of a propeller; an inner case which has an inner space communicating with the through holes and is installed on the inner surface of the shell plating in the bottom of the stern; an elastic outer plate which has an inner space communicating with the through holes and is installed on the outer surface of the shell plating in the bottom of the stern; a fluid storage tank which stores fluid therein; and an accumulator which supplies the fluid from the fluid storage tank to the inner space of the inner case, or returns the fluid from the inner space of the inner case to the fluid storage tank.
