The present invention relates to a system and a method to inert and ventilate a storage tank and, more specifically, relates to a system and a method capable of preventing an influence due to freeze during operation at low temperatures by separately using air and nitrogen gas to inert and ventilate a storage tank; showing a piston effect for replacement by making a density contrast between the air and the nitrogen gas by cooling or heating the air or the gas; and preventing reduction of a density contrast caused by thermal balance in the storage tank by gradually cooling or heating the air or the gas, thus maximizing a piston effect.
