Disclosed is a system for determining a road situation using a surface multi-sensor, which comprises: a surface multi-sensor installed below a surface of the road; a control unit collecting information from the surface multi-sensor and transmitting the collected information to a server; and a server storing the information received from the control unit in a database, generating learning data based on the information stored in the database, learning an artificial intelligence model by using the learning data, and transmitting the information on the learned artificial intelligence model to the control unit.
