The present specification discloses an apparatus and a method for balancing a battery cell using balancing turnaround time for optimizing the balancing of a battery cell according to a vehicle status in a high voltage battery management system which is used in hybrid and electric vehicles. The apparatus for balancing a battery cell using balancing turnaround time includes: an information checking unit to check whether the vehicle startup status is off and the battery cell is on balancing; a charging status measurement unit which measures the current charging status of the battery cell when the vehicle startup is off and the battery cell is on balancing; a time setting unit to set the balancing turnaround time on the basis of the discrepancy which is calculated as the difference between the current charging status of the battery cell and a predetermined target charging status; a cell balancing unit to perform a cell balancing operation during the predetermined balancing turnaround time and to stop the cell balancing operation when the balancing of the battery cell is completed.

    본 명세서의 실시예에 따른 밸런싱 소요시간을 이용한 배터리 셀 밸런싱 장치 및 방법은 차량이 시동 오프(OFF) 상태이고 배터리 셀이 밸런싱 중인지 확인하는 정보 확인부; 차량이 시동 오프(OFF) 상태이고 배터리 셀이 밸런싱 중인 경우, 상기 배터리 셀의 현재 충전상태를 측정하는 충전상태 측정부; 상기 배터리 셀의 현재 충전상태와 기설정된 목표 충전상태 간의 충전상태 차이를 계산하고 상기 계산된 충전상태 차이를 기초로 밸런싱 소요시간을 설정하는 시간 설정부; 및 상기 설정된 밸런싱 소요시간 동안 배터리 셀의 밸런싱을 수행하고, 상기 배터리 셀의 밸런싱이 완료되면 셀 밸런싱 동작을 중지하는 셀 밸런싱부를 포함한다.
