To solve the problem in which, when the CCV of a storage battery becomes high, regenerative electric power may be insufficiently recovered via control that reduces regenerative electric current.SOLUTION: The present invention relates to generating an electric braking pattern for a prescribed braking notch, generating a provisional travel pattern on the basis of the generated electric braking pattern and a target arrival time at a target location, calculating the terminal voltage of a storage battery using the SOC of the storage battery for the generated provisional travel pattern, and determining a travel pattern of a railway vehicle from the provisional travel pattern using the result of calculating the terminal voltage of the storage battery.SELECTED DRAWING: Figure 3
