To obtain a traffic volume estimation device capable of accurately estimating a traffic volume based on data from a vehicle and a measurement result in an observation apparatus such as a traffic counter.SOLUTION: A traffic volume estimation device includes: a vehicle type ratio determination server 14 for calculating a vehicle type ratio which indicates a ratio of a vehicle type in an object range by image analysis of image data photographed from above the object range; an observation apparatus 30 for measuring the whole traffic volume being a traffic volume of all vehicles in the object range; an estimation traffic volume calculation server 40 for calculating an estimation traffic volume in the object range by multiplying a time-sequential change ratio of the number of vehicles in the vehicles 20 in the object range calculated based on the travel data time-sequentially acquired from the vehicles 20 communicable with an outer side by the whole traffic volume; and a vehicle type estimation traffic volume calculation server 50 for calculating a vehicle type estimation traffic volume by multiplying the estimation traffic volume by the vehicle type ratio.SELECTED DRAWING: Figure 1
