To achieve optimal vehicle control by defining optimal vehicle characteristics corresponding to change in a state of an occupant and change in a road surface situation and/or vehicle characteristics.SOLUTION: A vehicle control device comprises: an acquisition unit which acquires a road surface situation of a direction of travel of a vehicle and occupant information concerning an occupant in the vehicle; an analysis unit which obtains optimal vehicle characteristics so that a probability density distribution of variation in the road surface situation and a probability density distribution of variation in the vehicle characteristics do not overlap each other on the basis of the road surface situation and the occupant information; and a control unit which controls the vehicle by means of the optimal vehicle characteristics obtained by the analysis unit.SELECTED DRAWING: Figure 9
