To suppress an increase in weight of a power transmission unit that transmits power for a hydraulic cylinder to a locking arm even when a steel plate holding device is enlarged.SOLUTION: A falling prevention mechanism 16 of a steel plate holding device 10 is provided with a locking arm 21, a hydraulic cylinder 22, and a power transmission unit 23. The power transmission unit 23 includes a first transmission mechanism 31 for rotating the locking arm 21 about a base end 21b, a second transmission mechanism 32 for vertically moving the base end 21b of the locking arm 21, and a switching mechanism 33 provided with a clutch member 25. During an advancing period of a piston rod, the switching mechanism 33 switches from a first state where the clutch member 25 is engaged with the first transmission mechanism 31 to a second state where the clutch member 25 is engaged with the second transmission mechanism 32. During a period of the first state, the locking arm 21 rotates downward along with an operation of the first transmission mechanism 31. During a period of the second state, the base end 21b of the locking arm 21 is lifted along with an operation of the second transmission mechanism 32.SELECTED DRAWING: Figure 3
