To fix a variation direction of an electric field vector of horizontal polarization radiated to an observation object to a direction being perpendicular to a specific plane.SOLUTION: For making an azimuth direction Az of an aerial line 201 match a normal direction of a specific plane, and directing a bore site direction Boa of the aerial line 201 to a direction which is deviated from a direction for orienting the observation object 102 according to a deviation angle, an orientation direction of the aerial line 201 is adjusted. The specific plane is a plane which is formed by a relative direction of the aerial line 201 with respect to the observation object 102, and a normal direction of a ground level at the position of the observation object 102.
