To enable an unmanned aircraft to be operated without an additional special facility even in a situation where a current location of the unmanned aircraft is unknown.SOLUTION: A measurement unit (11) performs a repetition measurement of a time defined from when an unmanned aircraft transmits an electromagnetic wave until the unmanned aircraft receives a reflection wave of the electromagnetic wave; a direction control unit (12) determines a direction along which the unmanned aircraft is to move based on a direction in which the unmanned aircraft is moving and a change in the measured time; and a movement control unit (13) moves the unmanned aircraft toward the determined direction.SELECTED DRAWING: Figure 3
