SOLUTION: A raft is made of a material such as a reinforced resin and installs a wind power generation facility. A windy sea area is selected and the raft is floated to generate power and storage power. Maneuvering and pulling of the raft and operation monitoring control of the power generation facility utilizes an electrically-driven tag boat. A power selling base is installed at the nearest port and is always ready for power selling at a time zone in high power demand. A battery connection device is provided on the power selling base, or the power selling base has a preliminary battery. After charging is completed, the raft is pulled to connect the battery with the connection device of the power selling base, or the battery is replaced to be always ready for the power selling.EFFECT: A windy sea area can be selected, thus improving power generation efficiency. Power is sold at a time zone in high power demand, thus being capable of contributing to relaxing of tight supply and demand.
