To properly detect damage to pavements with minute and sudden drop-offs.SOLUTION: A road surface condition detection device 1 that acquires point group data from a point group data generator 2 that generates three-dimensional coordinates of a road as point group data based on reflected laser beams irradiated on a road on which a moving vehicle moves, and detects a road surface condition of the road based on the acquired point group data includes; leveling processing means 103 for leveling the point group data so as to eliminate gradients in the traveling direction and width direction of the road; skewness calculation means 104 for dividing the leveled point group data into a mesh of a predetermined size in a horizontal plane, generating a histogram of elevation values of the point group data for each mesh, and calculating a skewness of the road surface within the mesh based on the shape of the histogram; and damage extraction means 105 for extracting meshes for which the calculated skewness is less than a predetermined threshold value as damage locations on the road surface.SELECTED DRAWING: Figure 1
