To provide operation service with quality closer to reference service quality, to a passenger even when moving demand fluctuates.SOLUTION: A timetable preparation device 100 prepares a new target timetable by modifying a target timetable, which is a train timetable used to control a group of trains, with use of a prediction result of moving demand. The timetable preparation device includes an objective function generation unit 115 generating an objective function related to an operation interval between trains included in the group of trains by using the prediction result of the moving demand, a constraint condition generation unit 117 obtaining constraint conditions to be satisfied by an arrival time and a departure time at each station of each train with respect to operation of the group of trains, and a candidate timetable preparation unit 119 preparing a candidate timetable to be a candidate for updating the target timetable by using the arrival time and the departure time at each station of each train that is obtained by optimizing the objective function under the constraint conditions.SELECTED DRAWING: Figure 2
