The moving body operation management device 411 comprises: a movement time prediction calculation unit 706 that calculates movement times of the first moving bodies 105; an occupation probability calculation unit 707 that calculates a probability that a take-off and landing port 306 which the first moving bodies 105 take off from and land at will be occupied by the first moving bodies 105 on the basis of movement time uncertainty, which is calculated using information that affects the operation of each of the plurality of first moving bodies 105; and a usage plan optimization unit 708 that plans so that the take-off and landing port 306 will be occupied by the first moving bodies 105 at all times.SELECTED DRAWING: Figure 3
