To support disaster victims to finish quickly moving to a destination in a case of disaster occurrence.SOLUTION: A movement support device 40 comprises: an acquisition part 41 which acquires a movement schedule 410 including a starting point, a destination, and a degree of emergency associated to movements of individual persons on disaster occurrence; an estimation part 42 which estimates a traffic congestion level 420 of a movement route from the starting point to the destination when the individual persons are supposed to move according to the movement schedule representing a movement start time and the movement route; a generation part 43 which generates or updates the movement schedule 431 so that persons of higher emergency have higher priority of movement and the estimated level 420 of traffic congestion satisfies a standard 430; and a presentation part 44 which presents the movement schedule 431 to the individual persons on the disaster occurrence.SELECTED DRAWING: Figure 4
