To avoid collision of a vessel against a quay in berthing of the vessel.SOLUTION: A shore-arrival maneuvering monitoring device for monitoring shore-arrival maneuvering of a vessel includes: a collision level computing unit for acquiring a berthing distance which is a distance between the vessel and a quay, and a berthing speed which is a speed of the vessel in a berthing direction, and calculating a collision level which is an index of likelihood of collision of the vessel against the quay by using the berthing distance and the berthing speed; and a collision likelihood determination unit for determining whether or not collision of the vessel against the quay is likely based on the collision level.
