To provide a capacitive sensor which can maintain structural strength while suppressing maximum capacitance, and a steering wheel comprising the same.SOLUTION: A capacitive sensor 1 comprises a dielectric body 2, and paired electrodes 3, 4 that face each other in a prescribed direction with the dielectric body 2 sandwiched therebetween. The paired electrodes 3, 4 have non-electrode setting parts 6, 7. At least a part of one non-electrode setting part 6 is located at a position where the same does not overlap the other non-electrode setting part 7 in the prescribed direction.SELECTED DRAWING: Figure 1
