To provide an upright fuel tank substrate propulsion auxiliary rotor sail system and a loaded vessel.SOLUTION: Auxiliary rotor cell system for upright tank substrate propulsion includes an upright tank provided fixed to a hull of a vessel and a rotor sail installed to surround one portion or whole of outer periphery surface of the upright tank cylindrically having longer length and diameter than those of the upright tank, the rotor sail being installed to be capable of rotation while being wrapped around the upright tank to be concentric with the upright tank, capable of maintaining a constant height moving along the height direction of the outer periphery surface of the upright tank according to the situation, and at least one pair of the upright tank and the rotor sail is installed to in one vessel.SELECTED DRAWING: Figure 3
