To properly evaluate the effect on human flow of measures that are only implemented during limited time periods.SOLUTION: A server computer 103 includes: a generated traffic volume extraction unit 112 for obtaining a generated traffic volume within a forecast target area; a measure registration unit 111 that reflects measures to be evaluated in the characteristic quantities of implementation points in the forecast target area during an implementation time period; and a human flow forecasting unit 113 that inputs a feature amount in the forecast target area for each time period set by the measure registration unit 11, and the generated traffic volume for the forecast target acquired by the generated traffic volume extraction unit 112 in a time-series-aware route selection model 110 that has been learned by mapping human flow information including movement and stagnation for each time period with the feature amount of each point in the forecast target area, and forecasts the travel route of each forecast target person in the forecast target area or the traffic volume at each point.SELECTED DRAWING: Figure 1
