To provide a vehicle control device capable of suppressing instability of vehicle control due to fogging on a windshield of a vehicle.SOLUTION: A vehicle control device includes: a fogging determination section 31 for determining whether fog is generated on a windshield of a vehicle 10 or whether a sign of fogging exists, based on a fogging sensor signal which is the signal by a fogging sensor 2 arranged in the vehicle 10 and expresses a physical index related to a fogging degree of the windshield of the vehicle 10 or based on an operation of an on-vehicle unit 6 capable of performing a defogging operation of the vehicle 10; and a level control section 33 for changing a level of operation control applicable to the vehicle, so as to increase a participation degree in an operation by a driver of the vehicle 10 or to reduce the participation degree in response to the level of the operation control during application to the vehicle 10 when it is determined that fog is generated on the windshield of the vehicle 10 or the sign of fogging exists.SELECTED DRAWING: Figure 3
