To provide a vehicle control device capable of communicating information in an appropriate frequency regardless of a positional relation between a vehicle and a peripheral object of the vehicle, a server, a vehicle control system and a vehicle control method.SOLUTION: A vehicle control device (25) comprises: a first vehicle information acquisition section (253) for acquiring vehicle information, which relates to a vehicle, including position information of the vehicle and position information of a peripheral object of the vehicle; a first map information acquisition section (251) for acquiring map information from a server which is provided outside of the vehicle; a communication cycle acquisition section (252) for acquiring a communication cycle, in which the vehicle control device communicates with the server, from the server; a first communication section (257) for transmitting the position information of the vehicle to the server by communicating information with the server based on the communication cycle acquired by the communication cycle acquisition section; and a vehicle control section (255) for controlling a route and a speed of the vehicle based on the vehicle information acquired by the first vehicle information acquisition section and the map information acquired by the first map information acquisition section.SELECTED DRAWING: Figure 4
