To provide an occupant retaining seat and an occupant retaining system capable of retaining an occupant suitably in accordance with the contact state between the seat and the occupant.SOLUTION: An occupant retaining system of the present disclosure includes a seat main body as the seat main body for retaining an occupant which arranges a characteristic changing part containing functional fluid on the inner side of a seat surface that is brought into contact with the occupant, the characteristic changing part including applying means which applies external stimulus to the functional fluid directly or indirectly, a measurement part which is arranged on the surface or an inner part of the seat main body so as to be deformed together with deformation of the seat surface and outputs a measurement signal according to deformation of each area of the seat surface, a driving circuit which drives the applying means of the characteristic changing part and a control device which produces displacement information on each region of the seat surface from the measurement signal and controls the driving circuit so that characteristics of the functional fluid are changed based on the displacement information.SELECTED DRAWING: Figure 2
