The vehicle allocation planning device includes: an information acquisition unit 21 for acquiring vehicle soundness information obtained by state reference maintenance and indicating soundness of an on-vehicle device included in the vehicle in the formation; and a plan preparation unit 22 for preferentially allocating a specific course to a formation indicating lower soundness in the vehicle soundness information.
