To provide a method by which a derailment of a railway vehicle is suppressed when an earthquake occurs.SOLUTION: A monitoring device 20 of a railway vehicle comprises a prediction unit 233 to calculate a presumption position and a presumption speed of the railway vehicle at the arrival of an earthquake based on earthquake information and present position and present speed of the vehicle, a determination unit 234 to determine whether a derailment arises or not when the railway vehicle positions in a parted section, obtained by dividing a travel section of the railway vehicle, at the presume speed based on structure information and earthquake information stored for each parted section and an output unit 235 to output an indication on a travel control device 10 which controls the travel of the railway vehicle to make the railway vehicle position in the peripheral parted section at the arrival of the earthquake, in a case where it is determined that derailment occurs in the parted section including a presumption position, and it is determined that derailment does not occur in the parted section around parted sections including the presumption position.SELECTED DRAWING: Figure 2
