To provide a monitoring system which enables global continuous monitoring with a small number of satellites, and has high monitoring performance such as spatial resolution and monitoring performance.SOLUTION: A communication satellite 201 has: a first optical communication device 51C which is in optical communication with a front satellite, when passing in north above an equator; a second optical communication device 52C which is in optical communication with a rear satellite; a third optical communication device 53C which is in optical communication with a satellite flying in northeast of an east side adjacent orbit; a fourth optical communication device 54C which is in optical communication with a satellite flying in southwest of a west side adjacent orbit; and a communication device 55C which is directed in a -Z direction and is in communication with a monitor satellite 100. The azimuth communication visual field of the third optical communication device 53C is ±90 degrees or more with respect to a +X axis direction. The azimuth communication visual field of the fourth optical communication device 54C is ±90 degrees or more with respect to a -X axis direction. The communication visual field with a monitor satellite 100 of the communication device 55C is ±60 degrees or more around the +X axis direction and ±60 degrees or more around the +Y axis direction, with respect to a -Z direction.SELECTED DRAWING: Figure 13
