To provide a road surface evaluation device that easily estimates the state of a road surface.SOLUTION: A road surface evaluation device comprises: an information acquisition unit 111 that acquires travel information for each of multiple vehicles including location information for multiple traveling vehicles and acceleration information indicating acceleration of the multiple vehicles, and acquires map information including road information; a road surface roughness evaluation unit 112 that evaluates road surface roughness of the road on the basis of the acquired acceleration information for the multiple vehicles; and an output unit that estimates a road surface change location where the road surface roughness has changed on the basis of a difference between first road surface information and second road surface information, the first road surface information including road surface roughness information evaluated by the road surface roughness evaluation unit 112 on the basis of the acquired acceleration information for multiple vehicles within a predetermined period of time in the past and the second road surface information including road surface roughness information evaluated by the road surface roughness evaluation unit 112 on the basis of the acquired acceleration information for the multiple vehicles after a predetermined period of time in the past, and outputs road surface change information including estimation results of the road surface change location in association with the road information acquired by a map information acquisition unit.SELECTED DRAWING: Figure 3
