To provide a technique for efficiently controlling a traffic flow on a road.SOLUTION: A traffic flow control device includes: a traffic density calculation part for calculating a traffic density in respective sections based on a statistic amount of at least a vehicle speed in each one of the sections on a road; a determination part for performing a simulation of a change of the traffic density in each section for each one of a plurality of speed control patterns based on the traffic density and the plurality of speed control patterns in each section, and determining the speed control pattern, which is based on a performance result of the simulation and where a statistic amount of at least a vehicle acceleration is the smallest, as a determination pattern; and a transmission control part for controlling transmission of speed control information corresponding to the determination pattern.SELECTED DRAWING: Figure 2
