To provide a prediction device, a prediction method, and a prediction program for predicting traffic volume by a method involving a clear mechanism and low calculation cost.SOLUTION: A prediction device 10 includes a calculation unit 131 and a prediction unit 133. The calculation unit 131 calculates a probability distribution of traffic volume for each point based on a Bayesian network in which a point represented on a map is a node and a connection between points is a link.
