To make it possible to perform stabler communication under water by combining radio communication using sound and radio communication using light.SOLUTION: Underwater radio communication apparatuses 10 are provided at mobile bodies 2, 3 that are movable on water or under water, the underwater radio communication apparatuses performing radio communication under water using sound and light. The underwater radio communication apparatuses comprise: a sound radio communication unit 11 for performing radio communication using sound; a light radio communication unit 12 for performing radio communication using light; and a communication control unit 13 for controlling the sound radio communication unit and the light radio communication unit. The communication control unit controls the sound radio communication unit and the light radio communication unit according to predetermined communication management information TS that on the basis of a communication delay time, stipulates use timing of the sound radio communication unit and use timing of the light radio communication unit.SELECTED DRAWING: Figure 1
