To provide a new technique by which a condition setting relating to a design and an adjustment necessary for a railroad crossing monitoring device can be simplified.SOLUTION: A railroad crossing monitoring device 1 comprises an image input part 130 to input an image of a given railroad crossing, a discrimination processing part 143 to discriminate, for each unit pixel, whether a subject belonging to a category specified for the unit pixel exists, about a railroad crossing image under discrimination, using a classification learning model per unit pixel, generated by a machine learning process based on a reference image, which is a railroad crossing image as a reference of discrimination, and is used to specify categories of subjects during a normal time from among preliminary prescribed category classifications for each of a prescribed number of unit pixels, and an abnormity detection part 145 to detect an occurrence of abnormity in a crossing road and/or a blocking bar appearing in the railroad crossing image based on the discrimination result of the discrimination processing part 143.SELECTED DRAWING: Figure 8
