To provide a method which efficiently generates a lot of operation arrangement plans.SOLUTION: An operation arrangement system to produce operation arrangement plans comprises an arithmetic unit executing prescribed processes and a storage device able to be accessed by the arithmetic units. The arithmetic unit has a diagram prediction part to produce a prediction diagram, a state determination part for the arithmetic unit to determine whether any fake convergence state is included in the prediction diagram and a conglutination spot extraction part for the arithmetic unit to determine if a conglutination state is produced. The fake convergence state means that a conglutination spot is generated in the prediction diagram outputted by the diagram prediction part and a prediction diagram highly evaluated cannot be generated. The conglutination spot means an essential spot in an operation arrangement to solve the fake convergence state.SELECTED DRAWING: Figure 1
