To provide a configuration capable of changing the setting of an on-vehicle network, the configuration implementing stable communication in the on-vehicle network.SOLUTION: An on-vehicle control device to be mounted on a vehicle comprises: an acquisition unit for acquiring information for calculation to be used for calculating setting change timing for an on-vehicle network from an electronic apparatus in the on-vehicle network; a calculation unit for calculating the setting change timing on the basis of the information for calculation acquired by the acquisition unit; and a control unit for performing processing for execution of change in the setting of the on-vehicle network at the setting change timing calculated by the calculation unit. The information for calculation includes at least any one of topology of the on-vehicle network, a service of a system to which the electronic apparatus belongs, a traveling state of the vehicle, and a power supply state of the vehicle.SELECTED DRAWING: Figure 3
