To contribute to optimization of a life cycle cost of a wheel in a railway vehicle.SOLUTION: A wheel rotary cutting plan support device in a railway vehicle traveling on a railroad comprises a processing unit which calculates an estimated shape of a wheel at at least one future timing after the reference time on the basis of shape data of a wheel of the railway vehicle in the reference time and planned travel data of the railway vehicle after the reference time, calculates a predicted wheel diameter after wheel rotary cutting at at least one future timing on the basis of the estimated shape, and calculates a wheel life cycle cost evaluation value according to processing and replacement costs per one life cycle of the wheel that occur when rotary-cutting the wheel in at least one rotary cutting cycle according to at least one future timing on the basis of the predicted wheel diameter after wheel rotary cutting at at least one future timing.SELECTED DRAWING: Figure 2
