To provide a charge controller capable of suppressing power shortage even if power consumption is increased by natural environment, and to provide a charge control program and a charge control system therefor.SOLUTION: A charge controller according to the present disclosure comprises a processor for easing a limit value set upon charging a power storage device with respect to a vehicle according to a charging target geofencing zone set based on disaster information among geofencing zones set by a virtual boundary where traveling of the vehicle is limited to power supplied from the power storage device.SELECTED DRAWING: Figure 1
