To make it possible to prevent a distance between a primary coil and a secondary coil from varying and reliably obtain an induced voltage even if a distance between a truck and an axle is varied, and to make it possible to elevate a power supply efficiency and induce a power to drive a relay.SOLUTION: In an insulation/short-circuit switching device of an insulated wheel, a primary coil and a secondary coil have shapes horizontally long in a circumferential direction of an axle, both coils are opposingly arranged on an outer periphery of the axle with an electromagnetically connectable distance. The primary coil is rotatably arranged on an outer periphery of the axle, connected to a side of a truck and does not rotate as a rotation stopper when the axle rotates. The secondary coil is fixed to the axle and is made to rotate with the axle. A track maintenance vehicle has the opposingly arranged primary and secondary coils of the insulation/short-circuit switching device on the axle of conventional track maintenance vehicle, the primary coil does not rotate during the rotation of the axle and the secondary coil is made to rotate with the axle when the axle rotates.     【課題】 台車と車軸の間隔が変動しても一次コイルと二次コイル間の間隔が変動せず、確実に誘起電圧を得ることができる。給電効率を高めリレーも駆動できる電力を誘起できるようにする。【解決手段】 絶縁車輪の絶縁・短絡切替え装置は、一次コイル及び二次コイルが車軸の周方向に横長形状であり、両コイルは電磁誘導結合可能な間隔をあけて車軸の外周に対向配置され、一次コイルは車軸の外周に回転可能に配置され且つ、台車側に連結されて車軸の回転時に回転しない回転止めとなり、二次コイルは車軸に固定されて車軸と共に回転するようにしてある。保線車両は、従来の保線車両の車軸に、前記絶縁・短絡切替え装置の一次コイルと二次コイルを対向配置し、一次コイルは車軸の回転時に回転せず、二次コイルは車軸の回転時に車軸とともに回転するようにしてある。スイッチボックスを車軸又は絶縁車輪の近くに配置した。【選択図】 図1
