To provide a vehicle communication device retaining safety which can suppress an introduction cost without degrading availability and a train control system assembling the vehicle communication device.SOLUTION: A vehicle communication device comprises an essential section data storing part ED to store data of wireless communication essential section constantly recognizing wireless communications in a wireless communication section, a location point detection part PD to detect an arrival of a vehicle at a check point PP, this side of the wireless communication essential section and a data reference part DR to reference the essential section data storing part ED and to specify data of the wireless communication essential section corresponding to the detection results at location point detection part PD.SELECTED DRAWING: Figure 1
