To provide an electricity consumption predicting device with which it is possible to predict electricity consumption taking a change of vehicle speed into account so as to improve the prediction accuracy of electricity consumption.SOLUTION: An electricity consumption predicting device acquires each vehicle speed data of a plurality of vehicles 16 that are registered for each link of map information and each average vehicle speed calculated from each vehicle speed data, classifies the link into vehicle speed groups in accordance with the magnitude of the average vehicle speed, collectively analyzes the frequency distribution of each vehicle speed data of the plurality of vehicles for each of the classified vehicle speed groups, calculates a predictive vehicle speed transition in which a change of vehicle speed is simulated for each of the vehicle groups, and predicts electricity consumption corresponding to the average vehicle speed for each of the vehicle speed groups, applying the electricity consumption model of the vehicle 16 to the calculated predictive vehicle speed transition.SELECTED DRAWING: Figure 5
