To provide an electric power conversion system attachment structure which enables improvement of wind guide performance to cooling fins even if a slope is downsized, and to provide a railway vehicle.SOLUTION: An electric power conversion system attachment structure includes a slope, a circulation passage, and a flange part. The slope inclines upward toward cooling fins of an electric power conversion system having the cooling fins provided at a bottom surface part of a vehicle. The slope is provided at the bottom surface part of the vehicle. The circulation passage includes: a circulation passage inlet provided at the slope; and a circulation passage outlet provided at a side surface part of the vehicle.
