To allow the location of a portable device to be estimated even when the portable device is located out of communication areas of a plurality of directional antennas.SOLUTION: A fixed system includes a location estimation unit that estimates the location of a portable device based on an incident angle calculated based on information measured by two or more antennas included in a plurality of main communication modules. When there are two main communication modules whose incident angles are known, the location estimation unit estimates the location of the portable device based on the respective incident angles of the two main communication modules. When there is one main communication module whose incident angle is known, the location estimation unit estimates the location of the portable device based on the incident angle of the one main communication module and received radio wave strength of a signal transmitted from the portable device. When there are no main communication modules whose incident angles are known, the location estimation unit estimates the location of the portable device based on the received radio wave strength of the signal transmitted from the portable device.SELECTED DRAWING: Figure 3
