To improve convenience in services where a plurality of vehicles are shared by a plurality of users.SOLUTION: A server manages the operation of a plurality of autonomous vehicles used to transport a plurality of users, and includes a server communication unit and a server control unit. The server communication unit is configured to send and receive information to and from the plurality of vehicles. The server control unit is configured to send via the server communication unit an instruction to link a first vehicle and a second vehicle included in the plurality of vehicles to form a group of vehicles including the first vehicle and the second vehicle, and to control the first vehicle and the second vehicle so that a user of one of the first vehicle and the second vehicle can move to the other vehicle, and an instruction to release at least a portion of the linked group of vehicles.SELECTED DRAWING: Figure 1
