To provide a tire rubber composition that achieves improved steering stability on a wet road surface at high temperatures and provide a tire.SOLUTION: In a tire rubber composition, a crosslinking density (νM) and a total crosslinking density (νT) of monosulfide bonds, determined by the swelling compressive method, satisfies the formula (1). The tire rubber composition contains a filler including silica, and a silane coupling agent. The silane coupling agent contains an organic silicon compound including alkoxysilyl groups and sulfur atoms, where, carbon atoms connecting the alkoxysilyl groups and sulfur atoms are 6 or more in number.
