To provide a technology for acquiring further suitable actual rotation speed regarding the actual rotation speed of a vessel engine.SOLUTION: In one aspect of this invention, a vessel control device includes: an acquisition unit for acquiring respective rotation speed detected by a plurality of detection units for detecting the rotation speed of an engine generating propulsion force for a vessel; and a determination unit for determining the rotation speed of the engine based on the acquired rotation speed and at least one of state information which is information regarding target rotation speed of the engine and the state of the engine, and vessel speed of the vessel when values of the acquired rotation speed differ.SELECTED DRAWING: Figure 1
