To provide a vehicle control device, a vehicle, and a vehicle control method capable of passing through a scene in which lanes increase or decrease in a stable state.SOLUTION: In a vehicle control device 100, an automatic driving control unit 120 operates the own vehicle in at least one of a first support state and a second support state which has a higher automation rate than the first support state or has fewer tasks required for an occupant. A transfer condition from the first support state to the second support state is defined as a transition condition that at least a vehicle in front recognized by a recognition unit exists on the own lane and the vehicle is in a predetermined speed state that can be recognized as a traffic jam. The transfer condition from the second support state to the first support state is defined as a transition condition that the own vehicle exceeds a predetermined speed which can be recognized as leaving the traffic jam. With the conditions, an area where the own vehicle is travelling is specified. When the specific area is not present within a predetermined distance, the condition re-transitions from the first support state to the second support state.SELECTED DRAWING: Figure 2
