To provide an air-conditioning control system that can properly control an air conditioning device, and to provide an air-conditioning control program.SOLUTION: An air-conditioning control system 11 includes: an information acquisition unit 11E for communicating with other vehicles 20 around an own vehicle to acquire drive source information of the other vehicles 20; and an air-conditioning control unit 11G for controlling an air conditioning device 12 in an inside air circulation mode or outside air introduction mode on the basis of the drive source information. Since the drive source information includes operating drive source information that indicates drive sources in operation in the other vehicles 20, the air conditioning device 12 is controlled in accordance with the drive sources in operation at the moment.SELECTED DRAWING: Figure 4
