To realize appropriate vehicle control corresponding to a traffic participant and an environment in the periphery of the traffic participant.SOLUTION: A vehicle control device includes: a recognition section for recognizing the periphery of a vehicle; a setting section for setting a risk index with respect to a traffic participant recognized by the recognition section; and a control section for controlling an on-vehicle device of the vehicle based on the risk index set by the setting section. The setting section sets a risk index with respect to a future location of the traffic participant based on easiness for the traffic participant to approach from a sidewalk to a roadway adjacent to the sidewalk in an area where the traffic participant advancing on the sidewalk is to approach, and allows the risk index to be set on a side of the roadway to be greater as the traffic participant more easily approach the roadway.SELECTED DRAWING: Figure 1
